Speeding Enforcement by the Scouts

It came to my attention recently that Warwickshire Police were using local scouts groups to monitor speeding activity in certain villages. They had showed them how to use speed guns and were allowing the scouts to enforce traffic offences. If I lived in Warwickshire or get any clients from Warwickshire I will certainly be telling them to challenge the speeding ticket as the scouts are not authorised by the Home Office, like the police, to enforce speeding regulations and therefore all offences must be rejected by the Court. The scouts will never be able to prove that they have been trained properly to use the speed detection equipment.
